Istilah “provokator” sering menjadi kambing hitam dan
sasaran pencarian dalam sebuah kasus seperti
demonstrasi, pembakaran, pengrusakan dimana terlibat
banyak orang, dalam artian hal itu dilakukan secara
bersama-sama dalam jumlah banyak orang (massa).
    Kata Provokator sebenarnya berasal dari kata
Provokatif yang berarti “perbuatan yang memancing
orang untuk marah”. Ini akan mengisi lembaran “Daftar
Pencarian Orang” (DPO)  setelah pasca kerusuhan,
dimana tujuan sebenarnya adalah  untuk melemahkan
gerakan massa.
    Ketika beberapa kerusuhan di Jakarta dan daerah lain
berlangsung, ada sekian banyak yang diduga sebagai
provokator (penggerak). Sebab selama ini ada anggapan
dari pihak aparat keamanan bahwa  massa yang
bertindak,  tidak tahu apa tujuan mereka, untuk apa
massa melakukan itu dan juga tidak tahu apa yang
mereka perjuangkan.
    Ketika di Siberut (Subelen) terjadi sebuah aksi
pembakaran base camp HPHA Unand oleh masyarakat, maka
kata “provokasi” kita dengar keluar dari mulut aparat
kepolisian, dan pemerintah. Dengan anggapan bahwa
masyarakat tidak tahu apa yang mereka perjuangkan dan
mereka hanya dihasut oleh provokator. Ironis memang,
ketika kita tetap menganggap masyarakat tidak tau
apa-apa. Pertanyaan kita, apakah yang menjadi dasar
masyarakat melakukan aksi di Subelen...?, atas
kepentingan siapa...?. Kalau saja pertanyaan itu yang
dimunculkan dalam penyelidikan setiap kasus maka itu
akan  mengungkap fakta tentang latar belakang
kejadian, bukan dengan melakukan pencarian kepada
beberapa  orang.
    Kinerja penyelidikan kasus seperti itu sudah menjadi
pola baku dari aparat kita, yang tidak mau memandang
kasus itu secara detail, kenapa, mengapa dan bagaimana
itu terjadi. Kalau kita mau jujur sebenarnya pihak
pemerintah dan pengusaha bisa disebut sebagai
provokator karena awal mula masalah ini terjadi karena
mereka yang sengaja masuk dan memaksakan sebuah pogram
yang melanggar struktur dan budaya masyarakat.
    Untuk masyarakat dan tokoh-tokoh yang memperjuangkan
kepentingan masyarakat,  harus sudah siap  dicap
sebagai provokator. Namun yang pasti, sejarah dan
waktu yang akan menjawab, apakah mereka itu provokator
(istilah yang menakutkan) atau mereka adalah pejuang
kebenaran ditengah-tengah masyarakat.

WHO IS THE PROVOCATEUR?

The term "provocateur" is often a diversion and an object of investigation in cases such as demonstrations, burnings, and mayhem wherever a large number of people is involved, meaning that they are carried out within a group of considerable size.
    The world provocateur comes from the word provocative meaning "actions designed to enrage someone". This is what is entered in the "Wanted Persons List" in the aftermath of a disturbance where the real purpose is to weaken a mass movement.
    When there is a riot in Jakarta or elsewhere a certain number will be under suspicion of being the provocateurs (those behind the movement). This is because up until now the public safety/order instrumentalities regard those taking part as not knowing the reason for their actions, what they are trying to acheive.
    In the case of Siberut (Subelen) there was the burning of the Andalas University HPHA Base Camp by the locals, from which we have heard the word "provocation" issuing from the mouths of the police and government agencies. The perception is the community does not know what it is attempting to achieve and are merely being goaded by the provocateurs. It is certainly ironic that we continue to regard local people as absolutely ignorant. Our question is what was the foundation for the people's action at Subelen...? On behalf of whose interests...?. If this question was to be raised within the investigations of each case then it would reveal the facts behind such incidents, and not amount to a manhunt.
    The effort that goes into investigating these sorts of cases represents the complete procedure for our instrumentalities, who do not want to look into these cases in detail, as to the why, the means and the how. If we want to be honest it is the government officials and business people who can be labelled provocateurs because this incident occurred because they deliberately went ahead and enforced a program that went against the structure and culture of the community.
    The community and those figures who stand up for what is important for the community must be prepared to be stamped as provocateurs. What is certain is that time and history will answer as to whether they are provocateurs (a fearful term) or whether they strive for the truth amongst the community.
